Eddie Valero, District 4 Supervisor, represents Three Rivers and requested staff (that’s me) to bring forward an item pertaining to Short Term Rentals (STR) in Three Rivers. Attached is the draft agenda item for your consideration. The requested action is only for Board direction on the matter. If take no action, status quo will remain. However, if
they direct staff to bring back a proposed Ordinance and associated regulatory program which would include a potential moratorium on additional Short-Term Rentals in Three Rivers until the program is adopted, there will be development of an ordinance and permitting process with rules and regulations.

I know some in the community have extreme views and blame everything on STRs and I also know the facts don’t always correlate with the increase in STRs. However, this is the view from the most vocal within the community, so it is important that the Board of Supervisors hear from all sides on this issue not only residents but also STR owners/operators, property managers, and local businesses. The matter is going to be heard by the Board on Tuesday, October 24, 2023. The meeting convenes at 9:00 am and is held in the Board of Supervisors Chambers, 2800 West Burrel Avenue, Visalia, CA 93271
